Arsenal Targets Gibraltar Winger James Scanlon Amid Academy Overhaul

Arsenal are set to prise highly rated teenager James Scanlon away from Manchester United as part of a deliberate, accelerating overhaul of their Under-21 set-up.

The 19-year-old winger, on United’s books since 2021, is expected to join the Gunners on a free transfer, with a hefty 40 per cent sell-on clause written into the agreement. He has already completed his medical and the two clubs are working to finalise the deal within the next 48 hours.

This is not a signing to park and forget.

Arsenal have no immediate plans to send Scanlon out on loan. He will start with the Under-21s, but the move has been framed with a clear ambition: break into Mikel Arteta’s first-team picture as quickly as possible. That is the challenge Scanlon has signed up for.

Internationally, he arrives with an unusually rich bank of experience for a teenager. Scanlon has been capped 24 times at senior level by Gibraltar, exposure that has sharpened his game and drawn attention from clubs across Europe, particularly in Spain.

Sevilla tried to move first. The LaLiga side pushed to sign him permanently in January, only for United to choose a different route and send him to Swindon Town on loan for the second half of the season instead.

At Arsenal, there are influential voices who know exactly what they are getting.

New Under-21 head coach David Horseman worked briefly with Scanlon at United and strongly recommended him to the club hierarchy. His endorsement has been backed up by glowing assessments from Chris Perkins, who oversaw academy recruitment at Derby County while Scanlon was progressing through their youth ranks before his switch to Old Trafford.

Scanlon will become the second young player to make the journey from United to Arsenal this summer, following defender Habeeb Ogunneye. Like Scanlon, Ogunneye has arrived on a free transfer with a significant sell-on clause attached, underlining a clear strategy: low-cost, high-upside talent, with future value protected.

Inside Arsenal, the message is consistent. The club want a stronger, sharper Under-21 group that can both compete in its own right and feed Arteta’s senior squad with players ready to step up.

The recruitment drive is not stopping at Old Trafford either. On Tuesday, 18-year-old striker Igor Tyjon confirmed he will leave Blackburn after Arsenal finally secured his signature, another piece in a rapidly evolving youth blueprint in north London.
