Foreign Footballers in Latvia Caught Without Work Permits

Latvia’s State Border Guard has uncovered a series of work permit violations involving foreign professional footballers, with six players flagged this summer alone.

According to information provided to the LETA agency and reported by LSM English, border guards launched administrative proceedings in August against a Japanese citizen and a Nigerian citizen. Both were found playing as professional footballers for a Latvian club without the necessary work permits.

The scrutiny did not stop with the players. The Border Guard also opened an administrative case against a member of the club’s board over the employment of individuals who did not have the required documentation. The message from the authorities is blunt: clubs are just as accountable as the athletes they sign.

July brought more trouble. Border guards initiated four additional administrative proceedings involving two Japanese citizens, as well as citizens of Tunisia and Brazil. Each case revolved around the same issue — professional footballers working in Latvia without proper permits.

The pattern is not new. Last year, one athlete and two board members were held administratively liable for employment-related violations. The scale has grown in 2024: so far, 16 athletes and four board members have already been sanctioned.

Latvia’s football scene is clearly attracting foreign talent. The question now is whether clubs will move as quickly in sorting paperwork as they do in signing their next import.
